A graduate of Boston College, Biff Lagan has a 20-year background in law enforcement and leadership at county and state levels.  Field experience, which the incumbent lacks, allows Biff to see numerous ways the Sheriff's Department can be improved.

Officers on Patrol
The officer in his patrol car is the backbone of public safety and services.  However, despite a hefty law-enforcement budget, there are fewer patrol officers than needed to cover the rapidly growing county.  Biff wants more officers on patrol, and sees ways of putting them there at no additional cost to the taxpayer.

Public Services
With more officers on patrol, additional emphasis can be placed on less dramatic, but necessary, public services.  Improvements can be made where they are sorely needed, such as in traffic control.

Juveniles and School Security
Following an award-winning plan developed in another state, Biff will seek improvement in juvenile crime prevention and school security.  This can be achieved through reorganization of existing school officers and facilities -- with no increased taxpayer costs. 

Construction Industry Crime
Collier County's important Construction Industry is plagued by insurance fraud and construction site theft.  Biff has worked out a system for special handling of Construction Industry crimes, with costs paid for by the industry.  (learn more here)

Department Morale and Personnel Turnover
Despite higher than average pay, the Sheriff's department is riddled by high turnover and unfilled vacancies.  Complaints are heard about personnel policies and practices.  Biff will tolerate no racial or gender bias in hiring and promotion.  He will institute the respected Sheriff Association's "Career Service Manual" as the long-needed outline for personnel and advancement policy.

Crime Tips
TELEPHONE AND MAIL FRAUD
Don't give out your credit card or bank account numbers unless you initiated the call or know the organization with which you're dealing. Be wary of prize notification letters. Don't call 900 numbers to claim a prize; such a call can cost you quite a bit. (You can ask your local phone company to block access to 900 numbers from your phone. There should be no charge.) 

If a telemarketer calls you after 9 P.M. or before 8 A.M., it's illegal. Don't donate money over the phone, and don't send money to anyone you don't know. Ask for written information. Then, if you wish to donate, do it by check. To reduce the number of unsolicited calls you receive, write:
