The officer in his patrol car is the backbone of public safety and services. However, despite a hefty law-enforcement budget, there are fewer patrol officers than needed to cover the rapidly growing county. Biff wants more officers on patrol, and sees ways of putting them there at no additional cost to the taxpayer. Public Services
